Liberty Utilities manager Erin Foster, left, and Public Relations manager R. L. Davis join Pine Bluff Mayor Shirley Washington Wednesday in holding a symbolic $5,000 check from the utility company that was presented to the city. Foster said Liberty Utilities committed to making a $25,000 donation to the Aquatic Center and the check represents the second installment on that commitment. Washington said there has been a lot of support for the project, which is expected to open in 2019 and will feature, among other things, a competition pool.
