The Arkansas Department of Health regulates the sale of food at establishments which include restaurants, bars, daycares, schools, grocery stores, convenience stores, bed and breakfast facilities, hotels/motels, mobile units and concession stands. Inspections are made unannounced by environmental health specialists.

The following are the results of food safety inspections conducted by the Jefferson County Health Unit:


• Wynne’s BBQ Fish, mobile, 421 Sandy Bayou Lane. Date of inspection Dec. 31. Floors are unclean and need to be cleaned.


• AMECA Mexican Restaurant, 7401 Dollarway Road, White Hall. Date of inspection Dec. 21. Observed food in prep cooler, prep area, dry storage, and walk in cooler being stored uncovered. Food being stored should be covered to prevent from contamination. Hot holding temperatures in hot box were out of safe temperature range. Time/Temperature Control for Safety (TCS) Foods shall be kept hot at a temperature of 135.0°F or above, as measured by an internal probe thermometer, to limit bacterial growth. Cold holding temperatures in prep area are out of safe temperature range. Time/Temperature Control for Safety (TCS) Foods shall be kept cold at a temperature of 41.0°F or below, as measured by an internal probe thermometer, to limit bacterial growth. Observed containers of food in walk in cooler being stored directly on the floor. Containers of food should be stored at least 6 inches off of the floor. Observed ice scoop handle being stored directly on the ice. Ice scoop should be stored in a way to prevent contamination.


• Big Red Travel Plaza, 8110 Sheridan Road, White Hall. Date of inspection Dec. 18. Some hot holding temperatures are out of safe temperature range. Time/Temperature Control for Safety (TCS) Foods shall be kept hot at a temperature of 135.0°F or above, as measured by an internal probe thermometer, to limit bacterial growth. Some cold holding temperatures in refrigerator closest to dry storage room are out of safe temperature range. Time/Temperature Control for Safety (TCS) Foods shall be kept cold at a temperature of 41.0°F or below, as measured by an internal probe thermometer, to limit bacterial growth. Facility lacks internal probe food thermometer. Food temperature measuring device shall be provided and readily accessible for use in ensuring attainment and maintenance of food temperature. Trash cans containing food residue were uncovered during inspection. Trash cans containing food residue should be covered when not in continuous use. Some parts of ceiling, especially in front of vent hood, are unclean and need to be cleaned. Two light fixtures in kitchen lack proper protective shielding. Light fixtures in kitchen should be properly shielded.


• Big Red Travel Plaza, 8110 Sheridan Road, White Hall. Date of follow-up inspection Dec. 21. Gizzards in reach in cooler were out of safe temperature range. Time/Temperature Control for Safety (TCS) Foods shall be kept cold at a temperature of 41.0°F or below, as measured by an internal probe thermometer, to limit bacterial growth. Gizzards were discarded during inspection. Trash cans containing food residue were uncovered during inspection. Trash cans containing food residue should be covered when not in continuous use. Some parts of ceiling, especially in front of vent hood, are unclean and need to be cleaned. Two light fixtures in kitchen lack proper protective shielding. Light fixtures in kitchen should be properly shielded.


• China Garden Buffet, 7203 Sheridan Road, Suite N and O, White Hall. Date of inspection Dec. 21. Observed employee touching ready to eat food with bare hands. No bare hand contact with exposed, ready-to-eat food or ice. Use gloves, spatulas, tongs, deli tissue, or other dispensing equipment. Observed raw chicken being stored on top of wontons in walk in freezer. Raw chicken should be stored below wontons. Observed food being stored uncovered during inspection. Food should be covered while being stored. Can opener blade is unclean and needs to be cleaned. Some cold holding temperatures in prep area and walk in cooler are out of safe temperature range. Time/Temperature Control for Safety (TCS) Foods shall be kept cold at a temperature of 41.0°F or below, as measured by an internal probe thermometer, to limit bacterial growth. Observed containers of seasoning stored in bulk bins and not labeled. Bins should be properly labeled with the common name of the food it contains. Observed used wiping cloths sitting out on counter tops. Wiping cloths should be kept in a sanitizer solution. Observed a leak in the nozzle of the three compartment sink-needs repaired. Floors throughout kitchen are unclean and need to be cleaned.


• Lybrand’s Too, 6201 Dollarway Road. Date of inspection Dec. 17. Observed raw meat being stored above ready to eat foods in the refrigerator. Raw meat should be stored below ready to eat foods while being stored. Raw meat was moved to the bottom of the refrigerator during inspection. Observed automatic dishwasher not dispensing the proper amount of sanitizer. Sanitizer was replaced during inspection to read 50ppm. Some temperatures in prep cooler are out of safe temperature range. Time/Temperature Control for Safety (TCS) Foods shall be kept cold at a temperature of 41.0°F or below, as measured by an internal probe thermometer, to limit bacterial growth. Observed opened, sliced deli meats being held for more that 24 hours with no date marking. Food prepared on site or opened commercial containers held for more than 24 hours should be date marked and discarded after 7 days. Opened, sliced deli meat was date marked during inspection. Observed used wiping cloths being stored on counter tops. Wiping cloths should be stored in sanitizer solution between use. Trash cans containing food residue should be covered when not in continuous use. Some parts of the ceiling are unclean and need to be cleaned. Some ceiling tiles are missing and need to be replaced. Lights in the food prep area should be properly shielded.


• Lybrand’s Too, 6201 Dollarway Road. Date of follow-up inspection Dec. 21. Prep cooler not holding proper temperatures. Time/Temperature Control for Safety (TCS) Foods shall be kept cold at a temperature of 41.0°F or below, as measured by an internal probe thermometer, to limit bacterial growth. Trash cans containing food residue should be covered when not in continuous use. Some ceiling tiles are missing and need to be replaced. Some parts of the ceiling are unclean and need to be cleaned. Lights in the food prep area should be properly shielded.


• Lybrand’s Bakery, 2900 Hazel St. Date of follow-up inspection Dec. 21. Personal fans in kitchen near three compartment sink and prep cooler are unclean and need to be cleaned. Some floors, especially under and behind cooking equipment, are unclean and need to be cleaned. Vent hood is unclean and needs to be cleaned.


• New China Town, 2801 Olive St., Suite 9-A. Date of inspection Dec. 19. Observed food being stored in walk in cooler, refrigerator, and prep area being stored uncovered. Food should be kept covered to prevent contamination. Observed visibly soiled tongs used to handle raw beef being stored above egg rolls. Tongs used to handle raw meats should not be stored above ready to eat foods. Egg rolls were moved to walk in cooler during inspection. Some cold holding temperatures in prep area are out of safe temperature range. Time/Temperature Control for Safety (TCS) Foods shall be kept cold at a temperature of 41.0°F or below, as measured by an internal probe thermometer, to limit bacterial growth. Observed some food held for more than 24 hours with no date marking. Food made on site and held for more than 24 hours should be date marked and discarded after 7 days. Observed some containers of food throughout establishment being stored directly on the floor. Containers of food should be stored at least 6 inches off of the floor. Used wiping cloths observed sitting out on counter tops. Wiping cloths should be kept in a sanitizer solution between use at a concentration specified under Shelves near grill exposed to food soiling should not be lined with cardboard boxes. Observed cardboard boxes lining the floor of the walk in cooler. Absorbent materials should not be used to line the floors. Floors, walls, and ceilings throughout establishment are unclean and need to be cleaned. Some flooring near automatic dishwasher and seasoning storage areas is damaged and needs to be repaired.


• New China Town, 2801 Olive St., Suite 9-A. Date of follow-up inspection Dec. 21. Observed food being stored in walk in cooler, refrigerator, and prep area being stored uncovered. Food should be kept covered to prevent contamination. Food was covered during inspection. Observed some food held for more than 24 hours with no date marking. Food made on site and held for more than 24 hours should be date marked and discarded after 7 days. Food was date marked during inspection. Observed some containers of food throughout establishment being stored directly on the floor. Containers of food should be stored at least 6 inches off of the floor. Used wiping cloths observed sitting out on counter tops. Wiping cloths should be kept in a sanitizer solution between use at a concentration specified under 4-501.114. Shelves near grill exposed to food soiling should not be lined with cardboard boxes. Floors, walls, and ceilings throughout establishment are unclean and need to be cleaned. Some flooring near automatic dishwasher and seasoning storage areas is damaged and needs to be repaired. Observed cardboard boxes lining the floor of the walk in cooler. Absorbent materials should not be used to line the floors.


• Chili’s, 5511 Olive St., Pine Bluff; 6820 LBJ Freeway Legal Dept. Date of inspection Dec. 20. Observed drinking without lids and a straw. All employee drinks in the food preparation area must have lid and a straw. Corrective Action: Discontinue consuming food, use of unapproved beverage containers, or use of tobacco in food preparation or ware-washing area. Observed hand-washing sink un-clean. Plumbing fixtures such as hand-washing sinks, shall be cleaned as often as necessary to keep them clean. Observation: Walls through out the establishment are un-clean. The establishment should be cleaned to sight.


• Super 1 Foods, 5805 Dollarway Road. Date of inspection Dec. 20. A hand-washing sink shall be maintained so that it is accessible at all times for employee use, and do not use for purposes other than hand washing. Items were removed from the hand washing sink during time of inspection.


• Super 1 Foods, deli, 5805 Dollarway Road. Date of inspection Dec. 20. Observed fish meal out of original container. Food not in the original packages for use in establishment must be identified with the common name of the food.


• Colonial Steak House, 111 W. Eighth Ave. Date of inspection Dec. 19. Single service items observed in establishment being reused. Single service containers should not be reused. Outside of automatic dishwasher is unclean and need to be cleaned.
