An off-duty Jefferson County sheriff’s deputy rescued two people from the water Saturday morning in the slackwater harbor at Regional Park in Pine Bluff.

About 7:18 a.m. Saturday, emergency dispatchers received a call about boaters in distress at the harbor.

According to Sheriff’s Department Major Lafayette Woods Jr. Deputy Tommy Holcomb Jr., who was off duty, was fishing in the area when he heard a loud noise and saw a boat apparently in distress.

Phillip Green and Gaylon Green, both of Rison, were apparently fishing when they were ejected from their boat into the water. The boat was going in circles, and its propeller apparently struck Phillip Green, resulting in lacerations and a broken leg.

Holcomb went out in his boat, pulled both Greens out of the water and took them to shore. Phillip Green was taken to Jefferson Regional Medical Center for treatment.

The Sheriff’s Department rescue unit responded, recovering the Greens’ boat and bringing it to shore.

The Arkansas Game and Fish Commission also responded, and according to Woods, issued Phillip Green several citations, including disabling the cutoff switch on the boat’s motor.

The incident is still under investigation by the Sheriff’s Department and the Game and Fish Commission.
