The Arkansas Parole Board has recommended two Jefferson County residents for pardons, and rejected a request from three others.

James R. Wolfe and Pershell Talley-Ice were recommended for pardons. The board said they had completed all their sentences, paid fines, fees, and court costs, and satisfied all other requirements.

Wolfe was convicted of four counts of theft of property and Talley-Ice was convicted of theft of property, delivery of a controlled substance and third-degree battery.

The applications of Charles Billiter, Sharon Harston, and Dione Jackson were turned down by the board.

Billiter was convicted of sexual misconduct, while Hastron and Jackson were both convicted of shoplifting.

The recommendations will go to Gov. Mike Beebe, who will make the final decision on all the applications.
