LITTLE ROCK — The state Ethics Commission on Friday dismissed a citizen complaint alleging that a large wall mural containing an image of Hillary Clinton at the Bill and Hillary Clinton National Airport in Little Rock violates state ethics laws.

The complaint accused the airport’s executive director, Ronald Mathieu, of violating a state law that prohibits using property provided with public funds for campaign purposes. Hillary Clinton is the Democratic nominee for president.

In a letter to Mathieu, Graham Sloan, executive director of the Ethics Commission, said the panel voted 5-0 Friday to dismiss the complaint.

The law the complaint cited defines “campaign purposes” as referring to the campaign of a candidate for public office, and “public office” is defined under Arkansas law as a state public office, not a federal office, Sloan said in the letter.
